Description: Touching a manatee is punishable under the Manatee Sanctuary Act, with a fine of up to $500 and/or a jail term of up to 60 days. But if you abuse or harass the animal or your actions result in its injury or death, then the Federal Protection Laws may be applied with up to a $50,000 fine and/or up to 1 year imprisonment. HOWEVER, Since the 1970s, Citrus County has been the only place in America where you can swim with and touch manatees legally. When this incident originally occurred, I was in Citrus County at the manatee sanctuary located at Three Sisters Spring. This is the first reason i believe i did not break the law during my interaction with the manatees. The second reason is, both manatees approached me while i was floating near the surface of the water and barely moving (which is the correct way to view manatees), the manatees that approached me moved directly toward me and did not stop, even pushing me backward at one point when it came up and reached its flippers toward my hand and face. I never used any pressure what so ever when touching the animal, i simply extended my hand without moving my body position in the water only after the manatee approached me first. This interaction was initiated by the manatees and i never chased, poked, prodded, nor attempted to grab or ride the animals. Please let me know what you think about this.
