The Deputy PM for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, attended the inauguration ceremony of the Shah Wa Arus Dam, December 31, 2024, in Shakardara District of Kabul Province.
The ceremony was also attended by the Deputy PM for Administrative Affairs, the Deputy PM for Political Affairs, several cabinet members, representatives of the private sector, and local residents.
During the event, Mullah Abdul Ghani Baradar highlighted the significance of water resources, stating that water is now a critical economic factor in global politics and relations. In some countries, its value surpasses that of oil and precious minerals. However, he pointed out that due to the wars imposed on Afghanistan and various domestic and external factors, the country has not made sufficient investments in managing this crucial economic resource. Consequently, seasonal rains and climate change have caused frequent flooding, resulting in significant loss of life and property for many Afghans.
Deputy PM Mullah Baradar Akhund emphasized that the Islamic Emirate recognizes the importance and necessity of water management. Accordingly, it has focused seriously on managing this critical economic resource. As part of these efforts, the remaining work on the Shah Wa Arus Dam in Shakardara District has been completed, and the project has now been inaugurated to provide clean drinking water and irrigation water for agricultural needs.
He further explained that the completion of the dam will supply water for irrigating agricultural lands, contribute to electricity production, and significantly support individual livelihoods and the national economy.
He concluded by congratulating all Afghans on this major national project and urged them to take collective responsibility in protecting and maintaining this and other similar initiatives in cooperation with the Islamic Emirate.
It is worth mentioning that the Shah Wa Arus Dam has a height of 78 meters, a storage capacity of 9.4 million cubic meters of water, and will irrigate approximately 3,500 hectares of land. Additionally, it will produce 1.2 megawatts of electricity.

In the presence of representatives of member ministries and agencies of the Economic Commission, a special meeting of the Economic Commission has been held, chaired by His Excellency Amir-ul-Momineen (May Allah protect him). Key decisions were made regarding several important economic and social matters. His Excellency Amir-ul-Momineen (May Allah protect him) tasked the Deputy PM for Economic Affairs Office to follow up on these matters with the designated committees and present a work progress report to the leadership after three months.
Under the leadership of the Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, a special meeting was held with the relevant sectoral ministries to follow up on shared economic topics discussed with a Russian delegation. After detailed discussions, instructions were issued to the respective ministries and agencies to identify major national-level economic projects within their areas of responsibility. They were also directed to share comprehensive details of these projects with the Deputy PM for Economic Affairs Office. These projects will then be shared with the Russian delegation that recently visited Kabul to enhance economic cooperation between Kabul and Moscow.
In a routine meeting of the Economic Commission, chaired by the Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, the draft policy for utilizing domestic agricultural and livestock products was approved following thorough discussions. The draft was forwarded to the Office of the Prime Minister for final decision-making. Additionally, the commission approved the report of the designated delegation regarding the use of Ghori Cement. The factory's management was advised to expedite efforts to increase production capacity and ensure quality standards in all aspects of production.
The Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, extended condolences to the Acting Minister of Interior Affairs, Sirajuddin Haqqani, on the martyrdom of Khalil-ur-Rahman Haqqani. The Islamic Emirate has prioritized the agriculture and livestock sectors of the country and initiated substantial efforts to strengthen these sectors. One of these initiatives is the draft policy for utilizing domestic agricultural and livestock products, prepared by the Ministry of Agriculture, Irrigation, and Livestock.

The primary goal of this policy is to support domestic agricultural and livestock products to boost the economic growth of farmers and herders. It aims to create better markets for these products both locally and internationally and encourages citizens to use domestic products instead of relying on foreign ones.

Under this policy, all farmers and herders will be encouraged to increase the production of high-quality and healthy domestic products. Seasonal customs tariffs will be introduced, with the coordination of relevant agencies, to lower the prices of agricultural and livestock products, enhance quality, and prevent hoarding.

This policy to support domestic agricultural and livestock products was approved during a regular meeting of the Economic Commission, chaired by the Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund. It has been forwarded to the Office of the Prime Minister for final decision-making.
Once implemented, the Ministry of National Defense, Ministry of Interior Affairs, General Directorate of Intelligence, and subsequently all governmental agencies and citizens will prioritize these products to meet their needs.
This initiative will help establish a culture of utilizing domestic products, which will not only contribute to economic growth but also foster economic and political independence. It will create employment opportunities, encourage innovation among producers, and increase national wealth.

Several Topics Approved by the Technical Committee of the Economic Commission
Description: The regular meeting of the Technical Committee of the Economic Commission was held on Dec 23, 2024 at Marmarin Palace. Discussions were conducted on the topics presented in accordance with the agenda. During the meeting, the Minerals Prioritization Document and the proposal for allocating mining areas for the processing of large-scale mineral resources were presented for deliberation. After a comprehensive evaluation, these documents and proposals, with the incorporated amendments, were approved by the Technical Committee and referred to the Economic Commission for final decision-making.
Additionally, the proposal for extending the canal from the Kokcha River to the Abdan Desert was discussed, and the necessary decisions were made. A report on the feasibility study of the second phase of the Kamal Khan Dam (Qala-e-Afzal Dam) was also presented by the designated committee. The report was approved by the Technical Committee and referred to the Economic Commission for final approval. Towards the end of the meeting, the proposal for controlling and reducing single-use plastics was discussed. After a thorough review, the National Environmental Protection Agency was instructed to enhance the proposal by considering the opinions of relevant ministries and agencies. Description: These measures are considered vital for the country’s economic growth and self-reliance. The primary objectives of these initiatives are to strengthen the private sector, create more employment opportunities, reinforce the country’s economic and infrastructural foundations, and accelerate economic development.
The Islamic Emirate has established a secure investment environment and ensured safety for domestic and foreign investors, enabling them to confidently invest in various sectors.
Special attention has been given to fostering strong relations between the private sector and the government, addressing investors' concerns promptly, expanding railway networks, rehabilitating major roads and bridges, developing infrastructure, and creating standardized transportation networks and air corridors—key advancements aimed at facilitating investments.
Additionally, the Inter-Ministerial Investment Committee, consisting of 18 ministries and Emirate entities as permanent members, has been established as a central body to oversee the attraction, coordination, and acceleration of domestic and foreign investments. The committee also works to provide a conducive environment and create economic opportunities for investors.
It is worth mentioning that, to date, as a result of the facilities introduced for investment and the effective management of the Inter-Ministerial Investment Committee, dozens of domestic and foreign companies have invested in sectors such as infrastructure, electricity, transportation, industry, agriculture, and others.

Description: National Procurement Commission Approves Projects Worth Around Three Billion Afghanis

Under the leadership of Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, the National Procurement Commission approved contracts for 17 projects worth approximately three billion Afghanis and made amendments to nine other projects. 
In a regular session of the National Procurement Commission, held on January 11, 2025 at Marmarin Palace, a total of 32 projects were presented for discussion as per the agenda. Out of these, contracts for 17 projects were approved, nine were amended, and two projects were rejected due to issues in the procurement process. Relevant officials were instructed to re-submit these projects to a competitive bidding process, ensuring full adherence to procurement regulations. 
Furthermore, committees were tasked with reviewing the proposed contract values for four projects. These committees were asked to meet with the winning companies and submit their reports to the leadership of the National Procurement Commission. The approved and amended projects include the construction of the Arghandi Transport Terminal in Kabul, the establishment of parking areas for freight vehicles in Guzara district of Herat province, the repair of the Aqina-Andkhoy and Turgundi railway projects, the extension of fiber optic networks in Kandahar, Helmand, and Farah provinces, the reconstruction of several internal roads in Kabul city, the completion of remaining tasks in electricity projects across various provinces, and several other projects funded by the Islamic Emirate.

Several Topics Approved by the Technical Committee of the Economic Commission
Description: The regular meeting of the Technical Committee of the Economic Commission was held on Dec 23, 2024 at Marmarin Palace. Discussions were conducted on the topics presented in accordance with the agenda. During the meeting, the Minerals Prioritization Document and the proposal for allocating mining areas for the processing of large-scale mineral resources were presented for deliberation. After a comprehensive evaluation, these documents and proposals, with the incorporated amendments, were approved by the Technical Committee and referred to the Economic Commission for final decision-making.
Additionally, the proposal for extending the canal from the Kokcha River to the Abdan Desert was discussed, and the necessary decisions were made. A report on the feasibility study of the second phase of the Kamal Khan Dam (Qala-e-Afzal Dam) was also presented by the designated committee. The report was approved by the Technical Committee and referred to the Economic Commission for final approval. Towards the end of the meeting, the proposal for controlling and reducing single-use plastics was discussed. After a thorough review, the National Environmental Protection Agency was instructed to enhance the proposal by considering the opinions of relevant ministries and agencies. Analytical Report on the Activities of the DPM for the Economic Affairs Office and People’s Comments
Description: The Deputy PM for Economic Affairs Office has prepared and published an analytical report titled "Activities of the Deputy PM for Economic Affairs Office and People’s Comments," covering activities from September 22, 2024, to December 20, 2024. The purpose of this report is to shed light on public opinions and take them into consideration.
This analytical report includes several key topics: the commencement of practical work on the 22.75-megawatt solar power project, the construction of the second Kabul-Jalalabad road, the signing of the contract for the establishment of a cement production factory in Jowzjan province, the signing of the agreement for the extraction of Toti Maidan gas, the construction of 355 check dams, the initiation of exploration and extraction activities for 21 large-scale mines, the National Conference on Microfinance: Opportunities and Challenges, the inauguration of the Bakht Blanket Factory, and the meeting between the Deputy Prime Minister for Economic Affairs and a delegation led by Sergei Shoigu, Secretary of the National Security Council of the Russian Federation, among other similar topics.
These are initiatives taken by the Deputy PM for Economic Affairs Office to promote the economic growth of the country and its reconstruction. Some of these projects have already been implemented, while there is a strong commitment to implement others.
Citizens have shared their opinions regarding these topics through state and private media as well as social networks. We have analyzed and assessed these opinions based on standards.
The citizens' opinions on these matters are divided into positive, negative, and suggestions. In total, there were 9633 opinions, of which 7291 (accounting for 76%) were positive, 1,965 (accounting for 20%) were negative, and 377 (accounting for 4%) were suggestions.
The analysis of public opinions shows that the people are satisfied with the economic measures taken by the Islamic Emirate of Afghanistan and call for the continuation of such plans in the future.
